Partial Transparency Layout

I have looked through everything I could think of and even used the search feature on this community... and haven't found what I am looking for.

I am still working on my component layout, I got it looking like how I wanted it to, however, I want to do a partial transparent look on everything on my layout. Where the background will show through somewhat.

Is this possible?
