theme layer not working..

I got my current layout from the copying and pasting my last codes into new layers with different colors and such, but for some reason, my theme layer isn't working.  I had the scrollbar colors changed and in IE it won't show any difference.  The CSS I used for some of my links aren't having an effect either.  I'm stumped because I use the same exact codes for the theme layer in my past layout and it worked just fine.  Any ideas?  Here's my current user, theme, and last style.
