Help with a layout I have a picture for an example

I was wondering if anyone knew how to get these icons down next to my comments? I have the picture of what I'm talking about, well I drew the line to where I want the icons next to. I don't exactly want them right next to the comment links, I wanted the 'edit', 'mem' etc etc on the right and the comment links to the left. Does anyone know how to do this?
