Help with quick reply form

I'm trying to put up a snazzy layout for one of my favorite comms as a favor to the mod there but I've encountered a bit of a problem. When clicking the bottom "leave a comment" link to comment to an entry, the page jumps to the top and the quick reply form thing is there instead of down below all the comments. This is problematic because there are often a lot of comments on the entries there.. So far the only thing I've really done is add some css that was chosen out by someone else. I've spent the last few days going over the code and searching for a solution and I honestly can't figure out why this is happening. So far the only tutorials I've found have been pertaining to changing colors, etc. but not how to change... placement, I guess?

As you can see, I haven't really done too much except for tweaking the css picked out to better suit our needs. I've been honestly wracking my head for days and reading everything I can get my hands on, but I haven't encountered how to fix this problem yet. Thanks in advance for whatever help you can give me.
