Component Help

Is it possible by any chance to add extra links to the navigation bar in the manner presented in this journal: http://www.livejournal.com/users/leni_ba

Is it possible to add the scroll bar function to the page summary?
I have my friend's entries set to view 50 at once but I don't like how the page summary takes up so much space.
