Customizing certain things in the User layer, but not all?

This might sound like a really stupid question, but I've read for hours and hours and nearing tears of frustration, I don't know what else to do but simply ask. Pardon me if it's been answered a ton of times already, but I can't find it nor can I understand it.

Let's say that I follow the User layer example. There are a couple of things I want to ask about. Where it says:
set page_friends_items = 10;
set page_recent_items = 10;
Will this override what I have in Edit Customizations > Presentation? If so, can I just leave that off of my User layer? Or do I have to redo it on the User layer?

In other words, I would like to keep everything I have set in Edit Cutomizations. This way I know where it is and will know how to quickly fix it if the need arises, rather than trying to find it months from now and not remembering where it was, or not understanding it later and having to do all this reading all over again.

I guess I could ask the same question about:
set background_scrolling = "fixed";
Or any of those I have set already in Edit Customizations.

color problem on comments

I just changed my layout colors the other day and I've noticed that some of the text on buttons and such are white on my comments page. I've checked my code, etc. and nothing I do seems to change it. I've changed all of my white color codes to black and refreshed my layer and journal, but the font color in those places does not change. I've included a screencap: here.

Header help?

I have been looking for this for a long time, and i can't seem yo find it anywhere.
But i have seen it on many (component) layouts.
I Am new to S2, Maybe i don't know what it's called or something.

anyways, I'm wondering how to make the Header where the time and date are a solid color, With out the border around it. And yea, i have Square components.
