Title Bars

I've not really found anything here that explains how to edit title bars. I want to edit my journals equivalent of your bar that says "Component Help [down one line]Questions and Answers About Component"

Either the font on mine is way to big or the line is too small. Either way, I want to change that title bar.

I'm really very confused by this and don't understand alot of it.
