Permanent Entry for Friends Only Banner?

I've searched the menus and haven't found what I'm looking for, though I think something like this has been discussed before. Is it possible to create/post a permanent entry that will always show up above all previous entries to showcase a Friends Only banner? I'd like the banner post to be above any other public posts there may be.
