Grr font size (and I know you hate hearing about it...)

I have futzed and futzed with print_custom_head to make my text smaller again, and it only seems to work in the navigation bar across the top of the page. I tried adding the snippet provided to my user layer, and have since created an entire theme layer (using the handy tutorial) that should overrule that with teeny, teeny fontage (not what I actually want, but what I was testing). Is there somewhere I need to go and tell it "turn my theme layer on, beeyotch," or is it something else I'm missing?

I use Windows XP & IE 6.0, but I've also tested in Mozilla 5.0.
