help?

I hate when people make posts like this, but I've tried absolutely everything. All I want to do is put a header at the top of my journal, and then resize everything to fit under my header. I've read through all the memories, and tried all of the codes, and I read a turorial that basically said copy and paste this, and then fill in the URL and size, but I still can't get it to work. I don't know what I'm doing wrong. I put the codes into my theme area and hit compile it says that there aren't any errors, and then nothing changes. Maybe it's just something simple I'm doing, or not doing, but I'm frustrated. If anyone could possibly help I'd really really appreciate it.
