Color Change on Mouseover Problem with User Layer Overwriting Theme Layer

Not all of my links change color on mouseover as they should (example: "Gmail" link listed under the "Daily Reads & Fun" component on my journal). The only color specified in my theme layer is black on mouseover for all links and I used the wizard to customize the colors so the user layer appears to be overwriting the theme layer on certain links like that. What do I need to add to the user layer that's overwriting it to make it work? I've searched everywhere for an answer with no luck.

I'm sure it's not: set link_hover_color = "#000000";
